The collision with the ACX Crystal cargo ship took most of the crew by surprise in the middle of the night off the coast of Japan and most of the sailors aboard the USS Fitzgerald were asleep. Seven sailors didn’t make it out alive and were later found by divers. Many questions remain about the cause of the crash. The investigation will look at which vessel had the right of way and how a state-of-the-art US warship with collision avoidance systems could have not been aware of this massive ship travelling in a busy sea lane.
Who is at fault in this accident on the high seas? We turn to our panel to find out: Senior Captain Zhang Junshe, vice president of Naval Research Institute; Douglas Paal, vice president of Carnegie Endowment for International Peace and political science professor Richard Heydarian at De La Salle University in Manila.
